Today, it is my great honor and pleasure to be here with Your Excellencies, Lok Chumteav, ladies and gentlemen, student and youth in the meaningful occasion of "National Clean City Day " under the theme of "Clean City: I think, I act, I care".

On behalf of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of Cambodia, I would like to express my profound thanks for the very hard working of leaders and officials of the National Committee for Clean City Assessment, the Ministry of Tourism, Phnom Penh Municipality, and the Union of Youths Federations of Cambodia, all youths and students who well cooperate in organizing this very significant national Day. In this spirit, I strongly support and encourage all of you to continue this task in order to succeed in more new achievements contributing to the speeding-up of national economic growth and social development, as well as the competitive movement “Clean City, Clean Resort, Good Service”.

I would also like to express my profound thanks for H.E THONG Khon, Minister of Tourism and the Chairman of the National Committee for Clean City Assessment and for H.E HUN MANY, President Union of Youth Federations of Cambodia, Phnom Penh  Municipality,  Youths and students who have cooperated in organizing the awareness campaign on waste management  at markets, Institutes around Phnom Penh City, which is not only for the congratulation of this today important event, but also for showing the importance of the valuable and dynamic role of Cambodian youth and providing them more opportunities to actively take part in the clean city contest movement and especially, to contribute to implement the recommendations of Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of Cambodia to have “Clean City without Plastic Bags Scattering in the Air” before 2015. Also, I would like to thank Cambodia Brewery who sponsored some 3-sorting dustbins to be equipped at all public areas in Cambodia.

In this spirit, I would like to express my support and encouragement to all high ranking officials and officials of the National Committee for Clean City Assessment, the Ministry of Tourism and Youth from the Union of Youth Federations of Cambodia to accomplish more new success in contribution to the socio-economical development of the nation as well as to partake successfully in the competitive movement “Clean City, Clean Resort, Good Service”.

  • - Excellencies, LokChomteav, Ladies, Gentlemen and Youths!  

The image of Phnom Penh Capital City-a hub for politics and economy of our nation, has changed from the legacy of the Genocide Pol Pot Regime: the vast destruction and deserted place to become a modern Capital City with progress in all sectors. However, environmental issues, especially the waste management are becoming challenges for urban development.

Today, the Royal Government is delightful to celebrate for the first time this National Clean City Day on February 27, under the theme of "Clean City: I think, I act, I care" to encourage all stakeholders-public and private sectors, citizen, students, youths, national and international guests- to take part in the environmental and social protection, deserved to be outstanding institution, enterprises, person and youth, while Cambodia tourism is seeing remarkable growth. According to the statistic of the Ministry of Tourism, for the year of 2012, the international tourism arrival to Cambodia reaches 3.5 millions with an increase of 24.4% compared to the year of 2011, which contribute more benefits to the economy of our nation. Last year, Cambodia achieved around 7% of economic growth compared to 2011.

While national economy is growing remarkably and with a better living condition, the rate of population growth is from 2 % to 3% and while the downtown development is in progress, the problem of waste management is also occurring, in particular carelessly scattering the plastic bags, which must be managed strictly.

This today celebration of “National Clean City Day” is not only the response to the concerns of the Royal Government, but also to carry out the recommendations of Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of Cambodia to have “Clean City without Plastic Bags Scattering in the Air”, which is one of the fundamental factors to improve cleanness as set by the Standard of Clean City and to improve environment and welfare of population.

  • - Excellencies, LokChomteav, Ladies and Gentlemen Youths, and national and international Distinguished Guests! 

As a contribution to the National Clean City Day this year, under the theme of “Clean City: I think, I act, I Care” and as a reference and basis for all cities/khans candidates of the upcoming Clean City Contest to be held at the end 2013 or early 2014, on behalf of the Royal Government, I would like to appeal to all stakeholders to implement effectively campaign set by the Royal Government on February 22, 2013 to make all cities in Cambodia become Clean and Green. This task is indeed not easy to accomplish within a day and requires a constant activities and effective work plan of all stakeholders, especially initiatives and governance of the local administration such as governors of cities, province, town and district and also the active participation of our people.

Waste including plastics is not the only one component to make cities unclean and lack of hygiene, but there are also others factors which affect the beauty or image of the city or harm our urban population welfare such as bad environment, dust, absence or anarchic use of sidewalk, uncontrolled construction, bad smell from uncovered sewer, used water, lack of gardens or gardens without maintenance, or traffic jam etc.

In this context, I would like to set out some recommendations as follow:

  1. To declare officially the campaign Clean Up Cambodia 2013 -2015 towards the accomplishment of “Clean city is a city where there is No Plastic Bags scattering in the are” by 2015.
  2. To promote the Clean City Contest through encouraging the participation of all relevant stakeholders in making clean all places such as streets, public places, institutes, provincial departments, pagodas, markets, factories, and tourist resorts. In this regards, I suggest that all public places and tourist resorts shall be equipped with “3-Sorting rubbish bins and toilets for public”.
  3. On behalf of SamdechTecho Prime minister, I would like to announce the contest movement for “Outstanding Enterprises and Person” which is named “ Samdech Techo Prime Minister Eco-Business Award”. May I urge all enterprises or individuals who are the business runners, operators to participate in this valuable award contest.
  4. To partake in the Clean City Contest and  to execute the sound recommend- dations of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister, at the congratulating ceremony of the flood protection project in Phnom Penh– Step II and his recommendations at the closing ceremony of the 3rd General Assembly of the Association of Cambodian Youth on last November 3rd,  2012 , which propose to examine and evaluate the public services at the local level, I would like to propose a Daily/Weekly TV-broadcasting Program on “Clean City and the Youth” with TV report, public forum and correspondent (direct mobile-phone report by youth who are members of Union of Youth Federations of Cambodia from all cities and provinces) on the work progress of clean city.
  5. To continue the smooth cooperation between the Ministry of Tourism, the National Committee for Clean City Assessment, Union of Youth Federations of Cambodia and the local Administration in widening and deepening the awareness of waste management particularly the plastic, based on 3R principle – Reduce, Reuse, Recycle, to all level of residents especially to students.
  6. The National Committee for Clean City Assessment, the Union of Youth Federations of Cambodia and other related stakeholders shall set up “Cambodia’s Clean and Green School’s Carnival” annually (in conjunction with the National Clean City Day) for the students’ awareness, supports and implementation of the Government’s programs towards Clean and Green.
  7. While managing waste, many actions plans and strategies are needed to be set to support Clean City Competition Movement in which Government established some action schemes namely: “One Tourist, One Tree” “One Couple, Two Trees” and “One Youth, One Tree”. In this regard, the National Committee for Clean City Assessment should cooperate with the Ministry of Education, Youth and Sport, and the Union of Youth Federations of Cambodia to set up programs for youths’ planting at schools annually or twice a year, and cooperates with the Ministry of Labor and Vocational Training to stimulate planting program for employees yearly at tourist sites, community based tourism sites or other suitable sites acknowledged as “Tourism Park.
  8. I would like to make an appeal to all potential Cities/Khan candidates shall set out action plans or work programs in order to get ready for the upcoming 2015 Clean City Competition Movement and ASEAN Clean Tourist City Standard with success.

Once again, may I reiterate my appeal to all tourism operators, business runners, enterprises, factories, markets, schools, private sectors, residents, and related stakeholders to support the Code of Conduct for Voluntary Practice on Plastic Consumption Management & Code of Conduct for Voluntary Practice on Plastic Distribution Management, the Clean up Cambodia 2013-2015, and the movement  “One Tourist, One Tree” in order to fulfill the recommendations of Samdech Akka Moha Sena Padei Techo HUN SEN: Clean city is a city where there is No Plastic Bags scattering in the are” by 2015, which is very crucial for developing more cities in Cambodia attractive with beauty and cleanness- as a place providing welfare, security, safety, public orders,  pure environment, and adequate public services for all population, and also for promoting Cambodia as an attractive and safe destination and making  tourist fell the warmth.

Finally, May I wish Excellencies, Lok Chumteavs, Ladies and Gentlemen the happiness of all time and the four gems for Buddhist blessings: Longevity, Nobility, Health and Strength.
