H.E. Dr. THONG KHON, Minister of Tourism, and Chairman of the National Committee for the Clean City Assessment on the occasion of
“Youth and Clean City” and “ Signature Ceremony on MOU between Ministry of Tourism , National Committee for the Clean City Assessment  and the Union of Youth Federations of Cambodia”

-Excellencies, Lok Chumteavs, Distinguished Guests, Ladies and Gentlemen!

Today, I have a great honor and pleasure to be here with Your Excellencies, honorable guests, ladies and gentlemen in the meaningful event of “Youth and Clean City”.
On behalf of the Ministry of Tourism, the National Committee for Clean City Assessment and my own behalf, I would like to express my profound thanks to H.E Hun Many, the chairman of the Union of Youth Federations of Cambodia, H.E Lav Chhiv Eav, the rector of Royal University of Phnom Penh, School Principals, pupils and students who attend the awareness movement of clean city. This special event does not only congratulate and welcome the up-coming ASEAN Summit and other related meetings on 17 November 2012, which chair by Cambodia, but it also reflects the importance, the valuable role of the youth, the future of youth and country in the sense of clean city, and more importantly the profound recommendations of Samdech Akka Moha Sena Padei Techo Hun Sen, the Prime Minister of Cambodia on “Clean City without Plastic Bags Scattering in the Air” before 2015.

I would like to express my profound thanks to Excellencies, Lok Chumteavs, Ladies and Gentlemen, company’s representatives who sign the agreement on voluntary practices code for plastic bags management, which organized by Ministry of Tourism, National Committee for Clean City Assessment, the Union of Youth Federations of Cambodia with the support of Phnom Penh Municipality.

In accordance with the obstacles such as unstable economy, social disorder, and bad environment, the world is facing with the uncertainty of global economic crisis and natural disasters and this affects the tourism. Nonetheless, tourism is considered as resilient as what we can see after the world economic crisis in second quarter 2008. Clearly, in 2010 there were some 935 million international tourists travelled around the world and in 2011 the tourists were about 990 millions which increased around 4.6% compared to the year 2010. Plus, the United Nation of World Tourist Organization (UNWTO) has estimated that there will be more than one billion travelers within the world population of over 7 billion touring around the world in 2012.

Along with the pride achievement, according to research by UNWTO, 20% of the world travelers are young and every one of them is environmentally-aware. Moreover, most of them are willing to stay long and like to interact with the communities.

This crucial trend indicates the huge potential of Youth Tourism which contributes to tourism development, future sustainability, responsibilities in the present and future with the global awareness of conscious tourism in which the world is looking forwards to the Green Era.

With this vision, the development of Green Tourism, which is the model progress of preserving cultural heritage, natural resources and sustainable environment, is necessary and crucial with the present needs to assure the sustainability. This “Green Tourism Development” is parallel with “Green and Clean Development Model” which is the smart choice and suits with the current situation in order to sustain and balance in economy, socio-culture and environment.

To upgrade with the new trend, the Ministry of Tourism has stipulated the slogan “Clean City, Clean Resort, Good Service” which is the strategic choice in “Green Tourism Development and Cambodia! Going Green”. In addition, our effort is to promote this awareness to cities, Khans, densely populated areas, tourism resorts, villages and communes in accordance with the long-term vision of Royal Government of Cambodia, led by Samdech Akka Moha Sena Padei Techo Hun Sen, the intelligent Prime Minister of Cambodia, in the vision of “The development for both present and future ”.

Clearly, forty years ago we saw the achievements that we cannot forget. It was the invaluable achievements of our great king who upgraded Phnom Penh city to the most beautiful one in South East Asian Nations as what Lee Kuan Yew, the former Prime Minister of Singapore states, “He will make his country as beautiful as Phnom Penh City”.  Unfortunately, Khmer Rouge Regime has turned Cambodia to year zero with the killing of some two million people and left the country with devastated civil war for more than 20 years.

After the great victory on January 07, 1979 under the “win-win’’ policy of Samdech Akka Moha Sena Padei Techo Hun Sen, Cambodia lives in peace, political stability, security, and public order which is the factor for the development in all directions, better living standard of the people, and city development.

Remarkably, sharp growth of the national economy¸ better living condition of the people, population growth from 2 % to 3% as well as the increasing of downtown, and this increases the quantity of rubbish, in particular carelessly scattering the plastic bags.

I strongly believe that “Youth and Clean City” will contribute in disseminating the highly recommended statement of Samdech Techo, Prime MinisterClean City No Plastic Bag Scattering in the Air” which is the foundation of cleanness in order to reach the standard of clean city.

Also, this standard has obliged all cities and khans to pay well attention to the basic indicators of the clean city standard (indicators of cleanness in public places, toilets, tourist sites, and along the key boulevards), indicators of environmental arrangement and management ( detailed indicators of collecting, storing, catalyzing and categorizing hard rubbish), and the indicators of awareness raising ( detailed indicators of environmental awareness and cleanness to remote area, tourist guides and tourists)  which equals to 24 scores representing 31% of total scores.

I would like to take this auspicious opportunity to strongly support and congratulate to the signature on Memorandum of Understanding (MOU) between Ministry of Tourism, National Committee for Clean City Assessment, Union of Youth Federations of Cambodia, and Code of Volunteering and Managing Plastic Bags which will be held soon.

To implement the Memorandum of Understanding (MOU), code of volunteering and managing plastic bags and code of volunteering and delivering plastic bags with the effectiveness, I would like to give the sound of recommendation as the following:

 

  1. I highly appreciate all relevant institutions, pupils, and youth students for contributing to the socio-economic development as well as tourism development with willingness and high conscience. I would recommend the Secretariat of National Committee for Clean City Assessment in collaboration with Union of Youth Federations of Cambodia to organize Outstanding Youth Contest in the benefit of “Clean City” with certified label of “Young Entrepreneurship Award” of the year.
  2. Please work cooperatively among the related institutions—National Committee for Clean City Assessment and Unions of Youth Federations of Cambodia to largely publicize the awareness of arranging and managing the rubbish to everyone, in particular, to pupils and students with three principles of “ Reducing,  Reusing, and Recycling”. In this sense, please keep cooperating with the Ministry of Education, Youth and Sport in introducing deep awareness of “Plastic Bags and Clean City” in school curriculum.
  3. Organize the label of “Reducing, Reusing, and Recycling Award” for  followers, sellers, business people who fully participate in this code of volunteerism (this award label should be done every year in order to motivate the outstanding in adhering to  3 Rs).
  4. To join in Clean City Contest and  to implement the sound and brilliant recommendation of Samdech Akka Moha Seha Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, in the closing ceremony of the third convention on the Association of Cambodian Youth dated earlier on 3, November 2012 , he recommended to examine and evaluate the public services in the country side and organize the event “Clean City and the Youth” every day or every week with report, public forum and correspondent (direct report of youth from telephones who are the members of Union of Youth Federations of Cambodia in cities and provinces) on duty of clean city focusing on the indicators which have stated in clean city standard (for instance, arranging and managing rubbish, cleanness, green zone, peace, safety, health, city order, and public services in the country sides and so forth).
  5. Organize “Cambodia’s Clean and Green School’s Carnival” every year ( in adjacent with National Clean City Event which is always held on 27, February) in order to promote students awareness and they can support and participate in any events of the Royal Government of Cambodia towards cleanness and green (through the contest of student’s creativity in innovating rubbish, work show, art, etc of children, youth in recycling show, and green activities).
  6. At the same time, there are some implementing strategies which support the movement of clean city contest and in this sense, the Royal Government of Cambodia has introduced the slogan “Planting the Trees begins from You” or “One Tourist, One Tree”. In the mean time, National Committee for Clean City Assessment in the association with Ministry of Education, Youth and Sport and Union of Youth Federations of Cambodia will organize the schedule of planting trees by youth every semester or year at schools, tourism resort, tourism communities or any suitable places.

Last but not least, I would strongly call for the cooperation from the followers, sellers, markets, schools, private sectors and all related participants to the support the codes of volunteerism for arranging and managing plastic bags and the codes of volunteerism of managing and delivering plastic bags so that we all can achieve the sound and brilliant recommendation of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister “Clean City without Plastic Bags Scattering in the Air” which is the crucial contribution to in improving the beauty of Cambodian cities. Cleanness brings us good health, peace, security, public order, pure environment, full services and this will make Cambodia the most attractive tourism country and warmest hospitality to local and international tourists.
