The Ministry of Tourism of Cambodia has its pivotal role in managing and developing the tourism field of the Kingdom of Cambodia.

  Duties of the Ministry of Tourism

The duties of the Ministry of Tourism include:

  • Formulate a national policy on tourism and a strategic tourist development plan
  • Encourage investments in tourism on the basis of the National Strategic Development Plan
  • Manage the Cambodian tourism industry
  • Improve all types of tourism services
  • Manage and maintain natural resorts, man-made resorts, tourist centers, and tourist developmental regions nationwide
  • Issue tourist business licenses to tourist vocational training schools and managing the affairs of tourist vocational training
  • Promote and marketing Cambodian tourism, both at home and overseas
  • Manage tourism publications and information and procuring corrections where necessary
  • Set up Cambodian tourism representative offices overseas, in collaboration with the Ministry of Foreign Affairs and International Cooperation and with institutions and organizations overseas
  • Sign implementation contracts relating to tourism projects after guidelines set by the Royal Government of Cambodia
  • Issue tourist business licenses to tourism companies, tourism agencies, tour guides, hotels, casinos, restaurants, guesthouses, massage parlors, karaoke bars, bars, discotheques, resorts, tourism sports, means of tourism transport, and tourist exploitation services
  • Establish, improve and maintain standards and quality of the tourism industry and services
  • Grade hotels and restaurants nationwide
  • Regularly inspecting the tourism domain
  • Pursue international cooperation enhanced in the field of tourism

    Role:
    The Legal Corps is an expert organization under the leadership of the Minister of Tourism. The corps has its role in drafting laws, royal decrees, sub-decrees, declarations, legal regulations, and other norms relevant to tourism.

    Duties: The Legal Corps has its duties as follows:

    • To cooperate with concerned expert organizations in drafting laws, royal decrees, sub-decrees, declarations, legal regulations, and other norms relevant to tourism.
    • To study and research national and international legal documents and legal regulations relevant to the tourism management and submit proposals to the Minister of Tourism for his consideration and approval.
    • To do study, do research and provide advice on other draft contracts relevant to tourism.
    • To control and evaluate contracts for other investment projects relevant to the tourism field of the Kingdom of Cambodia.
    • To formulate detailed plans for laws and legal regulations aimed at ensuring the legal organizational effectiveness of the Ministry of Tourism.
    • To disseminate laws and legal regulations relevant to tourism so that they reach concerned organizations.
    • To follow up the execution of the laws and legal regulations to ensure if the concerned organizations carry out or not.
    • To coordinate the work of legal regulations relevant to tourism with concerned ministries and institutions of the Royal Government of Cambodia.
    • To liaise with institutions of the Royal Government of Cambodia, the private sector, and national and international organizations while drafting legislation.

    Role:
    The Inspection Department is a group of senior staff who help the Ministry of Tourism in inspecting tourism affairs.

    Duties:The Inspection Department has its duties as follows:

    • To regularly inspect the implementation processes of principles, the national policy on tourism, the central administrative organizations, local organizations, and the establishments of tourism exploitation in conformity with principles, the policy, laws, sub-decrees, decisions, declarations and regulations of the top leader of the organization.
    • To carry out tasks assigned by the Minister of Tourism:
      • An investigation into and control on the effectiveness of the implementation of principles, the national policy on tourism, and internal regulations;
      • Control, investigation, and research on papers, contingencies, property, equipment, materials, and state budget relevant to the inspection affairs and other administrative controversies;
      • A tourism inspection performed to maintain social order, i.e. to avoid business conflicts created by the establishments of tourism exploitation, affecting social prestige and the national policy on tourism;
      • Moreover, invitations extended to officials, civil servants, or persons concerned, though are in legal or physical entities, to allow investigators to enquire into the allegations and to clarify these through the provision of proof required by the Inspection Department.
    • To inspect other work assigned by the Minister of Tourism, to recapitulate the main written facts and arguments elicited, to deliver outcomes of a case, to reach a conclusion if they are right or wrong, and to make suggestions on these outcomes to the Minister of Tourism for his consideration and approval.
    • To do inspection plans quarterly, semiannually and annually aimed at ensuring the effectiveness of practices.
    • To cooperate with the General Directorate of Administration and Finance, General Directorate of Tourism, expert departments, municipal and provincial tourism departments, and concerned institutions to succeed in conducting inspection affairs.
    • To have its rights to request the director of an organization being inspected and concerned organizations to report in written or spoken on a fact to the competent inspection corps.
    • In the eventuality of preventive actions or delaying tactics, the inspection department needs to report these duly to the Minister of Tourism for an effective intervention made.
    • Furthermore, to carry out all of the inspection affairs handled in truth, justice, fairness, impartiality, and secrecy.

      Role:
      The Department of Personnel and Human Resources Development is an expert organization under the supervision of the General Directorate of Administration and Finance. This department has its major role, as an assistant to the Ministry of Tourism, in effectively managing personnel and developing human resources in tourism at middle, municipal, and provincial levels.

      Duties: The Department of Personnel and Human Resources Development has its duties as follows:

      • To manage, in administrative affairs, civil servants within the framework of the public function, staff under the terms of the contract, and unskilled laborers, in cooperation with the State Secretariat of Public Function, General Secretariat of Administrative Reforms, ministries and institutions concerned.
      • To organize remuneration system and other benefits for civil servants aimed at raising their morale.
      • To execute programs for public administrative reforms adopted.
      • To organize administrative letters aimed at managing professions of civil servants.
      • To run programs for special positions and human resources in tourism aimed at defining their professional goals.

      • To prepare personnel management statistics and official bulletins aimed at ensuring the effectiveness of their nomination.
      • To manage tourist social affairs conducted at middle, municipal, and provincial levels.

      Role:
      The Department of Accounting and Finance is an expert organization under the supervision of the General Directorate of Administration and Finance. This department has its major role, as an assistant to the Ministry of Tourism, in the coordination and management of the tourism budget to earn income and to make logical expenditure for the national economic purposes.

      Duties: The Department of Accounting and Finance has its duties as follows:

      • To manage whole financial affairs of the Ministry of Tourism aimed at ensuring the effectiveness of all practices
      • To plan projects for the annual state budget the Ministry of Tourism is required to spend.
      • To manage the state budget and finance for the implementation process of the Ministry of Tourism, principally organized and approved by the Minister of Tourism.
      • To comply with the requirements and make reports on income transferred to the state budget in conformity with the law on finance.
      • To plan expenditure projects for material and equipment management and for repair and constructional work.
      • To coordinate all the budget spent by the Ministry of Tourism.
      • To manage unfixed and fixed assets and a stock of materials and gasoline used by the Ministry of Tourism.
      • To list an inventory of state property the Ministry of Tourism owns.
      • To manage the accounts of financial bulletins and fixed assets accounting aimed at depreciating these assets.
      • To organize and pay salaries and social allowances for civil servants in order to secure their livelihood.
      • To organize financial and accounting information technology aimed at ensuring the effectiveness of practices.
      • To execute public procurement approved by the Ministry of Tourism.
      • To plan economic, social and public investment projects of the Ministry of Tourism.

      The Department of Statistics and Tourism Information is an expert organization under the supervision of the General Directorate of Tourism. This department has its major role, as an assistant to the Ministry of Tourism, in collecting, compiling, analyzing, and publishing the tourism statistics nationwide and worldwide. This department also has its key role in organizing tourist information effectively for the benefit of the tourism field of the Kingdom of Cambodia and the tourism database for managing the documents.

      Duties: The Department of Statistics and Tourism Information has its duties as follows:

      • To research methodologies and organize standards and norms for tourism statistics aimed at ensuring the effectiveness, quality, and sustainability of its publication.
      • To collect, compile, and publish tourism statistics and all the relevant tourism information.
      • To research, analyze, and forecasting the tourism statistics.
      • Tourism survey annually and employment on tourism sector.
      • To cooperate with ministries, institutions, organizations, concerned authorities, and national and international organizations in collecting and compiling the data and all the relevant information to ensure the effectiveness of tourism statistics and national norms.
      • To study and shape the policy on the development of information communication technology (ICT) aimed at enforcing the e-Government.
      • To manage and maintain the official website to promote reports on tourism statistics, tourism potential, and other activities of the Ministry of Tourism.
      • To enforce Information Communication Technology “ICT” for tourism, relevant to the management of the computer network, the development of computer programs, the analysis / interpretation of the data, and the input and verification of the data.
      • To study and establish a security system aimed at maintaining the e-data, e-information, the website and e-mail.
      • To manage tourist information centers in an effective, quality, sustainable and responsible way.
      • To cooperate with the Department of Planning Development in the provision of the statistical data and tourist information, aimed at forming developmental plans for tourism.

      Role:
      The Department of Marketing and Promotion is an expert organization under the supervision of the General Directorate of Tourism. This department has its major role, as an assistant to the Ministry of Tourism of Cambodia, in tourism marketing and promotion through a detailed analysis, strategic marketing and promotional planning, and the effective organization of national and international travel and tourism events attended, aimed at attracting tourists and investors to the Kingdom of Cambodia.

      Duties: The Department of Marketing and Promotion has its duties as follows:

      • To organize and execute Cambodian tourist promotional campaigns in cooperation with concerned organizations and the tourism industry.
      • To analyze and manage useful information collected from all the sources of travel markets.
      • To organize strategic marketing plans for short, medium and long terms and determine potential target markets in order to promote Cambodian tourism effectively.
      • To compile all information obtained from potential markets and produce Cambodian tourist promotional documents to meet the requirements of those markets.
      • To liaise with the national and international media while promoting Cambodian tourism nationwide and worldwide.
      • To manage and control activity of tourist representatives abroad officially appointed by the Ministry of Tourism, aimed at strengthening present tourist representative offices and widening these offices to our overseas-intended tourist markets.
      • To liaise with the embassies and general consulates of the Kingdom of Cambodia abroad while promoting Cambodian tourism.
      • To organize and attend national and international travel events to promote Cambodian tourism successfully.
      • To coordinate and organize programs of visitation for the press, tour operators, and foreign investors visiting tourist destinations of the Kingdom of Cambodia to be familiar with tourist potential and to encourage the flow of tourists and investors into Cambodia.
      • To manage Cambodian tourist promotional processes at home and overseas.
      • To manage and control Cambodian tourist information disseminated on the Internet.
      • To control all the Cambodian tourist information published to ensure its effectiveness.
      • To create a law on Cambodian tourist publications and other regulations, in cooperation with legal corps of the Ministry of Tourism, aimed at managing Cambodian tourist informational promotion efficiently and effectively.
      • To control all the Cambodian tourist information released through the national and international media.
      • To establish and manage tourist information centers at international airports and border checkpoints in the city and all provinces of the Kingdom of Cambodia.

      The Department of Planning Development is an expert organization under the supervision of the General Directorate of Tourism. This department has its major role, as an assistant to the Ministry of Tourism of Cambodia, in controlling and formulating the policy on strategic tourist developmental plans aimed at ensuring the highly effective, quality and sustainable tourism management and development to contribute to the alleviation of poverty.

      Duties: The Department of Planning Development has its duties as follows:

      • To cooperate with ministries, institutions, authorities, and concerned organizations in the formulation of the policy on strategic national and provincial tourism development plans.
      • To provide expert advice on the formation of strategic plans for provincial tourism development, public and private tourism investment, and small and medium tourism enterprise investment to contribute to the alleviation of poverty.
      • To propose key measures to ensure the sustainable tourism development and management of the areas and provinces aimed at alleviating poverty.
      • To cooperate with ministries, institutions, and concerned authorities in jointly issuing regulations or in providing professional advice on the organization, management and development of jointly responsible tourism areas, such as protected landscape, Mekong River dolphin pits, eco-tourism, community tourism, and other tourism landscapes. These are to derive maximum benefit from tourism, to ensure equitable profit-sharing, and to mitigate the negative impact of tourism development.
      • To provide ministries, institutions and concerned authorities with expert advice on plans for land usage, fixed asset management and infrastructural development, on public services, on the provision of concessionary property ownership, and on constructional projects for buildings for the purpose of tourism.
      • To cooperate with ministries, institutions, concerned authorities, and neighboring countries in studying, researching and organizing development projects, to strengthen cooperation in the regional tourism development, such as Emerald Triangle, Southern Tourism Corridor, etc., and to integrate the national tourism development plan with the ASEAN and international tourism plans.
      • To cooperate with ministries, institutions, concerned authorities, and other countries in studying, researching and analyzing the impact of tourism development and the tourism situation to be used as a base for the determination of the development of infrastructure, facilities, and other tourism services aimed at developing Cambodia into a potential tourist destination. These are also used as a solid foundation for prediction about the effects of tourism on the national economy.
      • To cooperate with expert organizations in the formation of action plans of the Ministry of Tourism, to encourage practices, and to evaluate the effectiveness of practices of each organizations of the Ministry of Tourism.
      • To cooperate with the Department of Education and Training and expert organizations in the formation of a human resources development plan to educate officials of the Ministry of Tourism, provincial tourism departments, and concerned organizations on the determination of the policy on a strategic tourism development plan.

      Role:
      The Department of Education and Training is an expert organization under the supervision of the General Directorate of Tourism. This department has its major role, as an assistant to the Ministry of Tourism of Cambodia, in orientating, educating and training humans in tourist vocational courses and other relevant services, and in controlling, strengthening and heightening quality of education and training at tourist vocational training schools. This department also has its key role in licensing tourist vocational training schools to train students in tourism, in classifying students according to their skill, and in determining minimum standards and practice systems aimed at maintaining and enhancing quality of tourism education within the state and private frameworks.

      Duties: The Department of Education and Training has its duties as follows:

      • To study and formulate draft legal regulations relevant to curriculum plans for tourism education and training approved by the Ministry of Tourism.

      • To cooperate with the Department of Personnel and Human Resources Development in the formulation of strategic plans for human resources development and in the control of professional capacity of all the officials of the Ministry of Tourism to be nominated to study at home and abroad.

      • To conduct procedures for managing and assessing the application forms for licenses to establish tourist vocational educational schools, based on criteria determined.

      • To cooperate in controlling the ancient Khmer costume and concerts performed.
      • To study and research master plans for all the resorts, story of tourist resorts, and history of traditional cultures, aimed at organizing travel events in each destination.
      • To encourage a chain of tourism products, aimed at promoting the visitation circuit of Cambodia, fabulously rich in cultural heritage and natural resources.
      • To cooperate with concerned organizations in preventing businesspersons from selling counterfeit souvenirs and in preventing brokers from accepting irrational commissions given.
      • To establish procedures for determining and assessing tourist resorts and souvenir shops at the request of businesspersons for tourism licenses, based on the law on tourism and criteria defined.

      Duties: The Department of International Cooperation and ASEAN has its duties as follows:

      • To establish the policy on tourism development and formulate a tourist development strategy set within the ASEAN and international cooperation frameworks.
      • To coordinate the work of cooperation with other countries located in the region, sub-region and the world.
      • To liaise directly with other countries located in the region, sub-region and the world.

    Role:
    Each municipal/ provincial tourism department is an administrative expert organization, which has its major role, as support staff to the Ministry of Tourism of Cambodia, in the management, execution, and control of municipal/ provincial tourism field.

    Duties:Each municipal/ provincial tourism department has its duties as follows:

    • To ensure application of the laws, principles, policies, circulars, instructions, legal regulations and norms of the Royal Government of Cambodia and the Ministry of Tourism aimed at maintaining tourism sustainability and at alleviating poverty.
    • To cooperate with its territorial authority, competent institutions and the private sector to form a tourism development plan for its domain, city or province.
    • To manage tourist destinations, centers, resorts, communities, and agri-tourism promoted in its city or province, aimed at alleviating poverty to heighten the Cambodian standards of living.
    • To cooperate with the competent authority in the management of tourism businesses, services, and operators, aimed at enhancing their quality.
    • To cooperate with the territorial authority and concerned institutions in the maintenance of public order, sanitation, security, and safety guaranteed for national and international tourists.
    • To manage international tourist statistics produced in cooperation with concerned institutions.
    • To develop tourist vocational training plans for the public and private sectors submitted to the Minister of Tourism for his consideration and approval.
    • To liaise with investors aimed at encouraging investment in tourism.
    • To research on domestic and overseas markets aimed at promoting its municipal or provincial tourism.
    • To make written requests supported by its territorial authority for the enhancement and development of its municipal or provincial tourism field submitted to the Minister of Tourism for his approval.
    • To make written requests for the implementation of measures against tour operators committing breach of ordinances issued by the Ministry of Tourism of Cambodia.
    • To cooperate with the Inspection Department and the Department of Internal Audit of the Ministry of Tourism of Cambodia in an inspection and an audit of the tourism sector promoted.
    • To set an administrative framework, ranks, classes, positions, decorations, and remunerations for all of its municipal or provincial civil servants and manage these effectively.
    • To manage money incomes and financial expenditure made for its department limited by the Ministry of Tourism of Cambodia and the Ministry of Economy and Finance.
    • Furthermore, to make a report on its implementation process regularly, and in case of necessity, to make a report immediately submitted to the Ministry of Tourism of Cambodia.

    Organizational Structure:

    Each provincial tourism department has five expert offices established as follows:

    • Office of Administration, Personnel, Finance and Inspection
    • Office of Tourism Planning, Cultural Tourism Development and Local Tourism Communities (Agri-tourism, Eco-tourism and Poverty Alleviation)
    • Office of Tourist Industrial Management and Woman and Child Safety in Tourism
    • Office of Tourism Education and Training
    • Office of Tourist Information, Marketing and Promotion

    For the tourism department located in Phnom Penh, Siem Reap or Preah Sihanouk, there are six expert offices established as follows:
